An interesting way to maneuver in orbit occurs when a periodic change in the length of rope in resonance with the orbital motion. This leads to the secular evolution of the (admittedly very slow) orbit the center of mass ligament. Given the flattening of the Earth, a similar effect is observed when the cable length to twice the orbital frequency.
